Census Data Acquisition from Boundary Files

the author uses census boundary files to get coordinates of points that make up the boundary of a polygon.

When I tried to do the same thing with boundary files of block groups from the 2010 census for California. One of the files contents was in hex format and the block groups arrangement of polygon data isn't clear to me even after I converted it to decimal from hex.

I need help to do the same thing as in the article above except with 2010 block groups.

    It is with regret that I must inform you that we do not handle mapping data, and thus don't have knowledge pertaining to geography. The Census API handles Data Queries, which happen to include a geographic FIPS designation.

      Ok thanks but could you please point me to a resource that would give me an answer about doing something similar what is being done in the link that I posted?
